Excluded Folders

I have about 10 devices that independently sync the same folders on a file share from different computers. I am having a problem when I exclude the folder "OLD" from being synced to these devices and then move files from a syncable location in to the "OLD" folder on the file share. 90% of the time the devices will see that the file no longer exists from the syncable location and delete it from the device however 10% a device (different ones) will deside that the file share is missing that file and thus upload it to the file share which causes the other 9 devices to redownload it upon there next sync.

These are all smart tracking syncs as I want to be able to make changes from either side. Are there any suggestions on how to make this work? What information would be helpful for you to understand my configuration.

Based on the behaivor I assume the scan does not scan excluded folders. It seems to me that the solve would be to have the scan read the in the excluded folder so that it knows that the file got moved and it could present me with an option as to what I should do with the file.

First you should try to make the SmartTracking detect deletions in a reliable way. Maybe you just need to update the software. When a job has copied a file that it should have deleted, take a look at the log file.

Next instead of excluding the OLD folder you can use "Choose Folders and Files" in order to designate it as an "Obsolete Files Folder" by right-clicking on it. However I have not actually tried this in conjunction with SmartTracking. Also future new folders on the top level of the hierarchy won't be included automatically, so this may or may not work for you.
