Download New Files only

I'd like to configure a scheduled sync to download all files/folders via SFTP created after the last time the task was run. Is this possible?

This is the default operation, so no special options are necessary. Please try it.

It appears to re-download files that have been deleted locally. I would like to download a file only once ( possibly based on file timestamp). I would like to download all files with Create/Modified date > Last Sync date.

For this purpose, you need to turn on SmartTracking. This will remember the files already downloaded and ignore deletions (unless you tell it to do something when it detects a deletion). You could also use a date/time filter such as File Age: less than 1 day to rule out very old files in case one day the SmartTracking database needs to be deleted or rebuilt.
