Most likely you did not complete the configuration of the service scheduler.

The configuration can only be done when the program has been started "As Administrator". So after clicking on "Run As Administrator", you have to choose "Service Scheduler" again, then click "Install Service", then "Start Service".

In your case you probably don't have to specify a user account after clicking on "Install Service". This is usually needed when you need to access network storage, but not for FTP.
